“மனித வாழ்க்கையின் உயிர்நாடி தண்ணீர் ஆகும். நதிகளை இணைக்க வலியுறுத்தி, நானும், மறுமலர்ச்சி திராவிட முன்னேற்றக் கழகத்தின் ஆயிரக்கணக்கான தொண்டர்களும், தமிழ்நாட்டில் நீண்ட நடைபயணங்களை மேற்கொண்டு பரப்புரை செய்தோம். நமது குடிஅரசின் முன்னாள் தலைவர், மறைந்த அப்துல் கலாம் அவர்கள், எதிர்காலத்தில் தண்ணீருக்காகத்தான் போர்கள் நடக்கும் என்று சொன்னதை, நினைவூட்ட விரும்புகின்றேன். மாநிலங்களுக்கு இடையே, தண்ணீருக்காக ஏற்பட்டுள்ள மோதல்களின் விளைவாகத்தான், அவர் அப்படிக் கூறினார்.
இந்தப் பின்னணியில், மேகேதாட்டுவில் கர்நாடகம் புதிய அணை கட்ட முயற்சிப்பது, தமிழ்நாட்டின் உரிமைகளை மறுப்பதாகும். தமிழ்நாட்டுக்குத் தண்ணீர் தர மறுத்தால், இலட்சக்கணக்கான ஏக்கர் விளைநிலங்கள் தரிசு நிலங்களாக மாறி விடும்; விவசாயத்தில் ஈடுபட்டுள்ள பெரும்பகுதி மக்கள் வேலை இழந்து விடுவார்கள்; வாழ்க்கை ஆதாரங்களை இழந்துவிடுவார்கள்.
எனவே, ஒன்றிய அரசு, கர்நாடகத்துக்கு ஆதரவாக இருந்தால், தமிழ்நாடு மட்டும் அல்ல; ஒட்டுமொத்தமாக இந்தியாவின் வேளாண் பொருளாதாரத்தையே சீர்குலைத்துவிடும். இந்தப் பிரச்சினையை நாம் கூட்டாகச் சேர்ந்துதான் எதிர்கொள்ள வேண்டும்.
2020 ஆகஸ்ட் மாதம், செய்தியாளர்களிடம் பேசிய கர்நாடக முதல்வர் எடியூரப்பா, கர்நாடகத்தின் பாசனப் பரப்பை விரிவுபடுத்துவதே நமது நோக்கம்; அதற்காக, மேகே தாட்டுவில் அணை கட்டுவோம் என்று சொன்னார். 2020 செப்டெம்பர் மாதம், தில்லிக்கு வந்து, அணை கட்டுவதற்கு அனுமதி கோரினார்.
அதன் தொடர்ச்சியாக, 2020 நவம்பர் 18 ஆம் நாள், அப்போதைய கர்நாடக நீர்ப்பாசனத்துறை அமைச்சர் ஜார்கிஹோலி, கர்நாடகத்தைச் சேர்ந்த ஒன்றிய அமைச்சர் பிரகலாத் ஜோஷியுடன் சென்று, ஒன்றிய அரசின் நீர்வளத்துறை அமைச்சர் கஜேந்திர சிங் செகாவத் அவர்களைச் சந்தித்து, அணை கட்ட ஒப்புதல் வழங்க வேண்டும் எனக் கேட்டுக் கொண்டார். அதன்பிறகு, தனது ட்விட்டர் பதிவில், கர்நாடக மாநில நீர்த் திட்டங்களுக்கு, ஒன்றிய அரசு முழு ஒத்துழைப்பு அளிக்கும் எனக் குறிப்பிட்டார்.
அணை கட்டுவதற்காக, கர்நாடக அரசு ரூ 5000 கோடியை ஒதுக்கியது. பின்னர், திட்ட மதிப்பீட்டை 9000 கோடியாக உயர்த்தி இருக்கின்றது. ஏப்ரல் 14 ஆம் நாள், மே கேதாட்டு பகுதியில், அணை கட்டுமானப் பொருட்கள் குவிக்கப்பட்டு இருப்பதாக, டைம்ஸ் ஆப் இந்தியா நாளேட்டில் செய்தி வந்தது.
தேசிய பசுமைத் தீர்ப்பு ஆயத்தின் தென்மண்டல அமர்வு, இந்தப் பிரச்சினையைத் தாமாக முன்வந்து எடுத்துக்கொண்டு, கர்நாடக அரசின் நடவடிக்கைகளுக்குத் தடை விதித்தது. மேலும், இதுகுறித்து விளக்கம் அளிக்க தீர்ப்பு ஆயத்திற்கு வருமாறு கர்நாடக அரசுக்கு ஆணை பிறப்பித்தது. இது தொடர்பாக, விசாரணைக்குழு ஒன்றும் அமைக்கப்பட்டது. சுற்றுச்சூழல் துறையின் அனுமதி இன்றி, மேகே தாட்டு அணையைக் கட்ட முடியாது என்று, அந்தக் குழு அறிக்கை தந்தது.
ஆனால், தில்லியில் உள்ள தேசிய பசுமைத் தீர்ப்பு ஆயம், தமிழ்நாடு அரசின் கருத்து எதையும் கேட்காமல், அவர்கள் பிறப்பித்த ஆணையை ரத்து செய்து விட்டது.
கர்நாடக மாநிலம், தனது பாசனப் பரப்பை, 11.2 இலட்சம் ஏக்கருக்கு மேல் விரிவுபடுத்தக் கூடாது என்று காவிரி நதிநீர் தீர்ப்புஆயம், இடைக்கால ஆணை பிறப்பித்து இருந்தது. ஆனால், கர்நாடகம், தனது பாசனப் பரப்பை, 18.85 இலட்சம் ஏக்கருக்கு விரிவுபடுத்தி இருக்கின்றது. அது மட்டும் அல்ல, உடனடியாக 21.1 இலட்சம் ஏக்கருக்கு விரிவுபடுத்தவும், அடுத்த ஐந்து ஆண்டுகளில், ஒட்டுமொத்தமாக 30 இலட்சம் ஏக்கர் பாசனப் பரப்பை விரிவுபடுத்தவும் திட்டம் வகுத்து உள்ளனர். அதற்காக, கடந்த இரண்டு ஆண்டுகளாக, பல புதிய ஏரிகள், பாசன நீர்நிலைகளைப் புதிதாக அமைத்து உள்ளது.
1971 ஆம் ஆண்டு, தமிழ்நாட்டில் காவிரி பாசனப் பரப்பு 25.03 இலட்சம் ஏக்கராக இருந்தது; நடுவர் மன்றம் தனது இறுதித் தீர்ப்பில், அதை 24.71 இலட்சம் ஏக்கராகக் குறைத்துவிட்டது. அதுவும், தற்போது, 16 இலட்சம் ஏக்கராக சுருங்கி விட்டது.
இது, கர்நாடக அரசும், ஒன்றிய அரசும் சேர்ந்து நடத்துகின்ற கூட்டுச் சதி ஆகும்.
தமிழ்நாட்டின் முதல் அமைச்சர் மாண்புமிகு மு.க.ஸ்டாலின் அவர்கள், தில்லிக்கு வந்து பிரதமர் நரேந்திர மோடி அவர்களைச் சந்தித்து, மேகே தாட்டு அணை கட்டக் கூடாது; அப்படிக் கட்டினால், தமிழ்நாட்டுக்குக் கடும் பாதிப்புகள் ஏற்படும் என்பதை எடுத்துக் கூறினார்.
மேகேதாட்டுவில் அணை கட்டினால், காவிரி நதிநீரில், தமிழ்நாட்டுக்கு 177.25 டி.எம்.சி. தண்ணீர் ஒதுக்கி, உச்சநீதிமன்றம் பிறப்பித்த ஆணை, வெறும் கானல் நீர் ஆகி விடும்.”

Water is the elixir of life. To this cause myself and my party workers from MDMK have taken a long march walking thousands of Kilometers across Tamil Nadu for the cause of inter linking river waters. At this hour of crisis, I recall what our former President late Dr. Abdul Kalam said “future wars would be over water". May be he came to such a conclusion based on the prevailing inter-state water problems in India. In the backdrop of this, Karnataka’s initiative in constructing the dam only obstructs the rightful needs of the people of Tamil Nadu. The denial of water to Tamil Nadu will turn lakhs of acres of fertile land into barren land besides rendering a huge population of our farmers jobless, taking away their livelihood. This is not only a blow on Tamil Nadu but to the agrarian economy of India as a whole as India’s productivity in agriculture is set to suffer if the Central government renders any tacit support to Karnataka. This is viewed as a gross injustice to the people of Tamil Nadu. Let us put an end to it collectively.
In August, 2020, the Chief Minister, Mr Yedurriayappa while addressing the press stated that Mekadatu dam will be constructed by the Government and to irrigate our areas is our motto. In September 2020, the CM of Karnataka came to Delhi and sought sanction for the dam. In continuation of the same on Nov18, 2020 the then Karnataka irrigation Minister Tyagi Holie and Union minister hailing from Karnataka Mr Pralhad Joshi accompanied both of them met the Union Minister Jal Sakthi Minister Mr. Gajender Singh Sekhawat and then in his twitter tweeted: Gajendra Singh Shekhawat, Karnataka State irrigation programme, Central Government will give full sanction. The Karnataka Government had an outlay of Rs 5000 cr for the construction of the dam and now it has been enhanced to Rs.9000 cr. According to Times of India April 14 issue, materials have been collected for construction of dam.
Then the National Greens Tribunal (Southern Range) suo motu took up the matter and issued ban on the attempts of attempts of Karnataka government. Further, an investigation committee was also formed to go into the matter. They said, without getting environment and forest departments clearance, Mekadatu dam should not be constructed. But the main Tribunal National Greens Tribunal at Delhi, without eliciting TN’s opinion cancelled the Southern’s Tribunal’s order.
Cauvery Tribunal in its interim order declared that Karnataka should not extend irrigation over and above 11.2 lak acres but Karnataka state enhanced it to 18.85 lakh acres for irrigation. Not only that it has also enhanced to 21.1 lac acres and they have targeted 30 lac acres in the next five years. For the past two years, new water bodies have been constructed. As far as TN irrigated land is concerned, it had 25.3 lakh acres in 1971. The Cauvery Tribunal in its final award reduced to 24.71 lakh acres. That has further depleted to 16 lakh acres. It is a tacit conspiracy between the Union Government and Karnataka Government.
Hon’ble Chief Minister of Tamil Nadu, Mr. Stalin came to Delhi and met the Hon’ble Prime Minister and expressed his opposition and reservation to the construction of Mekadatu dam and emphasized the serious issue of this irrigation problem.
If Mekadatu dam is constructed 177.25 TMC water as per The Supreme Court order for Tamil Nadu will become a mirage.
