இந்தியப் பிரதமர் நரேந்திர மோடி அவர்களுக்கு வைகோ கடிதம்!

மனித உரிமைப் பேரவையில் இந்திய அரசு, ஈழத்தமிழர்களுக்கு நீதி கிடைக்கவும், நடைபெற்ற தமிழ் இனப் படுகொலைக்கு சர்வதேச குற்ற இயல் மன்றத்தில் விசாரணை நடத்தவும், இலங்கையின் வடக்கு - கிழக்கு மாநிலங்களில் தமிழ் ஈழம் குறித்துப் பொதுவாக்கெடுப்பு நடத்தவும், காணாமல் போனவர்களை கண்டுபிடித்துத் தரவும், சிறையில் உள்ள தமிழர்களை விடுதலை செய்யவும், ஈழத்தமிழர்களின் நிலங்களை ஆக்கிரமித்துள்ள பகுதிகளைத் திரும்ப ஈழத்தமிழர்களுக்கே கொடுக்கவும், தமிழர் பகுதிகளில் உள்ள இலங்கை இராணுவத்தை திரும்பப் பெறவும், ஈழத்தமிழர்களுக்கு ஆதரவாக தீர்மானம் கொண்டுவரவும் வேண்டுகோள் விடுத்து இந்தியாவின் தலைமை அமைச்சர் மாண்புமிகு நரேந்திர மோடி அவர்களுக்கு இன்று 26.09.2022 எழுதியுள்ள கடிதத்தை இத்துடன் இணைத்திருக்கிறேன்.

இந்தியா வாக்கெடுப்பில் கலந்துகொள்ளாமல் தவிர்க்கக் கூடாது என்பதையும் வலியுறுத்தியிருக்கிறேன்.

Dear Prime Minister Hon’ble Narendra Modi ji!

Vanakkam.

I am writing this for your kind consideration, with reference to the current 51st session of the UN Human Rights Council at Geneva, in which the Sri Lankan Tamils’ issue is under consideration, and requesting the Government of India to involve itself proactively in favour of the Tamil’s seeking justice against the international crimes of genocide, war crimes and crimes against humanity as borne out by various UN reports and the periodic reports submitted by the UN High Commissioners for Human Rights.                      

The outgoing UN High commissioner for Human rights has on September 6 submitted her Report on the Human rights situation in Sri Lanka, in which she has reiterated her position that Sri Lanka may be referred to the International Criminal Court and member states may apply the principle of universal jurisdiction to prosecute the perpetrators.

The Core Group on Sri Lanka has proposed a draft at the UNHRC for Resolution No. 51/1 which is mostly a replica of the earlier Resolution 46/1. The Resolution is slated to be voted on in the first week of October.

The stand taken by our Hon’ble Minister for External Affairs Mr. Jayashankar at the UN  Security council against impunity for war crimes in the context of the Ukraine-Russia war is a welcome sign which gives us hope that India would apply the same yardstick to the Sri Lankan war, too.

In this background I request you to consider the following considered demands of the Tamil people:

1)   India should support the upcoming Resolution 51/1 with amendments in favour of the demands of the Tamils for (a) referring the Sri Lankan state to the International Criminal court, (b) instituting an international independent criminal investigation into the international crimes committed by Sri Lanka against Tamils based on the OISL Report, 2015 and Resolution 30/1 of UN Human Rights Council and (c) calling for a UN sponsored Referendum on the Political solution to the Tamil national question.

India should on no account oppose or abstain from voting on the upcoming Resolution 51/1

2)   India should provide financial help to the Office of the UN High Commissioner for Human Rights in setting up an Evidence Collecting mechanism as ordained by Resolution 46/1 and reiterated by the upcoming Resolution.

The Tamils of Eelam, of Tamil Nadu and all over the world earnestly request you to take the lead at the UNHRC for bringing justice, reconciliation and peace to the suffering people.
