இலங்கையில் தமிழர்களைப் படுகொலை செய்த மரண தண்டனைக் கைதியை விடுதலை செய்த சிங்கள அதிபர் நாதியும்; நீதியும் இழந்த தமிழர்கள்! பிரதமர் நரேந்திர மோடிக்கு வைகோ கடிதம்!

மாண்புமிகு பிரதமர் அவர்களுக்கு,

வணக்கம்.

பேரழிவு நோயாக இந்த உலகத்தையே சூழ்ந்து அரசர்கள் அதிபர்கள், சாதாரண மனிதர்கள் வரை அனைத்து நாடுகளையும் கொரோனா அச்சுறுதிக்கொண்டு இருக்கின்றது.

நாட்டு மக்களுக்கு நீங்கள் ஆற்றுகின்ற உரைகளில், நாட்டைப் பற்றி எவ்வளவு ரண வேதனையும், மனத் துன்பமும் அடைந்துள்ளீர்கள் என்பது தெரிகிறது.

ஒவ்வொரு நாளும் கொரோனா நோய் நாடுகளை நசுக்கி, மனித உயிர்களைக் காவு கொண்டு, பொருளாதார நலிவையும் தருகிறது. 138 கோடி மக்கள் வாழ்கின்ற நம்முடைய நாட்டில் இக்கொரோனா நோயினால் ஏற்படும் விபரீதங்களை எண்ணி நான் மிகுந்த கவலைப்பட்டாலும், இந்த சோதனையான வேளையில் மக்களோடு சேர்ந்து அரசினுடைய நடவடிக்கைகளுக்கு ஒத்துழைப்புக் கொடுப்பதில் உறுதியாக இருக்கிறேன்.

அரசுகள் எடுக்கும் நடவடிக்கைகளுக்கு ஒத்துழைப்புத் தருமாறு எங்கள் கட்சித் தோழர்களை வேண்டியுள்ளேன்.

தமிழ்நாட்டில் பிரசுரமாகும் நாளேடான தினமணி பத்திரிகை இன்று ஏப்ரல் 02 ஆம் தேதி, இலங்கையில் நடப்பது குறித்து எழுதியுள்ள தலையங்கத்தை உங்கள் கவனத்துக்குக் கொண்டு வருகிறேன்.

இலங்கையில் தமிழர்களை ஈவு இரக்கமில்லாமல் படுகொலை செய்து, கொழும்பு உயர்நீதிமன்றத்தால் மரண தண்டனை விதிக்கப்பட்ட சுனில் ரத்ன நாயகேவை இலங்கை அதிபர் கோத்தபய ராஜபக்சே விடுதலை செய்திருக்கிறார்.

2000 ஆம் ஆண்டு டிசம்பர் 19 ஆம் தேதி சொந்த நாட்டிலேயே அகதிகளான 7 தமிழர்களை மிகக் கொடூரமாக இலங்கை இராணுவ அதிகாரி சுனில் ரத்ன நாயகேவும் மற்றும் இலங்கை இராணுவத்தினர் 13 பேரும் படுகொலை செய்தனர். இந்தத் தமிழ் அகதிகள் யாழ்ப்பாணத்துக்கு அருகில் உடுப்பிடியில் தங்குவதற்கு அரசாங்கத்திடம் அனுமதி பெற்று அவர்கள் சொந்த கிராமமான மிருசுவில் தங்குவதற்குச் சென்றனர்.

சிங்கள இராணுவ அதிகாரி சுனில் ரத்ன நாயகே அவர்களைக் கைது செய்து, கண்களைக் கட்டி இழுத்துச் சென்று கழுத்தை அறுத்துக் கொலை செய்து கழிவு நீரோடையில் சடலங்களைப் போட்டான். கொல்லப்பட்டவர்களில் 5 வயது, 13 வயது, 15 வயது சிறுவர்களும் இருந்தனர். அந்தக் கொடூரத் தாக்குதலில் படுகாயங்களோடு தப்பிய ஒரு தமிழர் சொன்ன தகவலின் பேரில், சடலங்கள் மீட்கப்பட்டன. உடற்கூறு பரிசோதனை செய்த மருத்துவ அதிகாரி நடந்த படுகொலையை உறுதி செய்தார்.

மனித உரிமை நிறுவனங்கள் நீதி கேட்டுப் போராடியதால், கடுமையான அழுத்தத்தின் விளைவாக 14 இராணுவத்தினர் கைது செய்யப்பட்டனர். ஆனால் 5 பேர் மீதுதான் வழக்குப் பதிவு செய்யப்பட்டது. வழக்கு 13 ஆண்டுகள் இழுத்தடிக்கப்பட்டது. கொழும்பு உயர்நீதிமன்றம் 2015 ஜூன் 25 இல் சுனில் ரத்ன நாயகவேவுக்கு மரண தண்டனை விதித்து, மற்ற நான்கு பேரை விடுதலை செய்யதது. சுனில் ரத்ன நாயகே சிறையில் சுகபோக ஆடம்பர வாழ்க்கை நடத்தினான். அந்தக் கொலைகாரனைத்தான் கோத்தபய ராஜபக்சே விடுதலை செய்திருக்கிறார்.

பல நாட்டு அரசுகளும், மனித உரிமை அமைப்புகளும் கோத்தபய நடவடிக்கையைக் கடுமையாகக் கண்டித்துள்ளன. அந்த நாட்டு அரசியல் சட்டத்தையும் மதிக்காமல், பாசிச வெறியனான கோத்தபய ராஜபக்சேவின் அரசு நீதியைக் குழிதோண்டிப் புதைத்துள்ளது.

தமிழ் இனப் படுகொலை செய்த அனைத்துக் குற்றவாளிகளையும் பாதுகாப்போம் என்று சிங்கள மக்களுக்கு இந்த நடவடிக்கையின் மூலம் அறிவித்துள்ளது.

இலங்கையில் உள்ள தமிழர்கள் உள்ளிட்ட அனைத்துச் சிறுபான்மை மக்களையும் உதாசீனம் செய்கிற சிங்கள பௌத்த மதவாத அரசுதான் தன்னுடைய அரசு என்று அறிவித்துள்ளார்.

இலங்கையில் வாழ்கின்ற தமிழர்களின் நலனுக்கும், பாதுகாப்புக்கும் உத்தரவாதமான நடவடிக்கையை நீங்கள் மேற்கொள்ள வேண்டும் என்று கரம் கூப்பி கேட்டுக்கொள்கின்றேன்.”

Respected Mr.Narendra Modi Ji,

Vanakkam,

I am writing this letter during the Pandemic crisis that has engulfed Mother Earth and threatens every nation, every human from Kings, Presidents to the common man. I happened to hear all your speeches addressed to the nation and could feel the enormous pain, anguish and concern within you about the nation. As each day passes, the Covid 19 virus is crippling nations with human casualties and economic distress. I am greatly disturbed about its implications in our country of 1.38 billion people with its limited resources but am confident that the country will overcome this great challenge under your able leadership. I have also made an earnest plea among the public to stand united in this hour of crisis and cooperate with the Governments. I have also instructed our party members to assist the Governments in any voluntary work and provide financial donations to the Governments and the needy in this hour of human crisis.

I also would bring to your kind attention about a news paper (Tamil Daily Thinamani dated 2nd April 2020) Editorial article about Sri Lanka that has deeply troubled me. The Sri Lankan President Gotabaya Rajapaksa on 26th March 2020 had commuted the death sentence and released the death convict Sunil Ratnayake, a Sri Lankan Army Officer. Sunil Ratnayake along with 13 other Sri Lankan Army Personnel were involved in the cold-blooded murder of 7 refugees on 19th December 2000. These Refugees who had settled in Odupiddi near Jaffna had obtained prior permission from the local Government authorities to visit their native village Mirusu and inspect their homes. However, on reaching their village Mirusu , they were waylaid by Army personnel led by Sunil Ratnayake, blind folded, taken to a location and had their throats slit. They were later dumped in a drainage and the dead included children as young as 5, 13 and 15 year old’s. One of the refugees critically injured managed to escape and narrated the ordeal based on which the bodies were recovered. The post mortem report by the district medical officer confirmed the brutal murder. Human Rights organizations protested this brutal act and sought the arrest of the accused army personnel. The then Government after immense pressure and delay arrested the 14 army personnel who were later tried under various courts. Only 5 of the 14 army personnel were charged for the murder and the case dragged on for 13 long years. The Colombo High court on 25 June 2015 issued a death sentence to Sunil Ratnayake on 15 counts and released the other 4 army personnel for lack of evidence. Sunil Ratnayake is reported to have lived a life of luxury all these years within the prison walls and now has been shockingly pardoned by the President Gotabaya Rajapaksa.

Various Governments and Human Rights organizations have condemned this act by the Sri Lankan Government which will set a bad precedent and would encourage such perpetrator’s in the future. Its common that all democracies are ruled by their respective constitutions but however the fascist Gotabaya Rajapaksa Government has overlooked their own constitution and issued this pardon. This decision by Gotabaya is to convey a message to the Sinhala masses that the Government would safeguard and protect all those accused in the genocide of innocent Tamil civilians. Gotabaya Rajapaksa had during earlier times proclaimed that he is for a complete Sinhala Buddhist state ignoring the other ethnic minority groups like Tamils.

I seek your help with folded hands in ensuring the safety and welfare of our Tamil brethren in Sri Lanka who have been engulfed in pain and misery over the last few decades.
