மறுமலர்ச்சி திமுக பொதுச்செயலாளர் வைகோ அவர்கள் அஸ்ஸாம் மாநில முதல்வர் சர்வானந்த சோனோவல் அவர்களுக்கும், மத்திய உள்துறை அமைச்சர் ராஜ்நாத்சிங் அவர்களுக்கும் எழுதியுள்ள கடிதம்

அஸ்ஸாம் மாநில முதல்வர் அன்புள்ள திரு சர்வானந்த சோனோவல் அவர்களுக்கு, வணக்கம். 

கீழ்காணும் ஒரு விண்ணப்பத்தைத் தங்கள் கவனத்திற்கு முன்வைக்கின்றேன்.

அஸ்ஸாம்-மேகாலயா தொகுப்பு ஐபிஎஸ் அதிகாரியான (2006 பிரிவு) டாக்டர் என். இராஜமார்த்தாண்டன், அஸ்ஸாம் மாநில குற்றப் புலனாய்வுத் துறையில் முதுநிலை கண்காணிப்பாளராகப் பணிபுரிந்து வருகின்றார்.

அஸ்ஸாம் மாநிலத்தின் தேமாஜி மாவட்டம், சிலாபத்தர் நகரத்தில், கடந்த மார்ச் 6 ஆம் நாள் நிகழ்ந்த வன்முறைகள் குறித்துப் புலனாய்வு செய்வதற்காக அமைக்கப்பட்ட சிறப்புக்குழுவின் தலைவராகவும் பொறுப்பு வகித்து வருகின்றார்.

நிகில் பாரத் பெங்காலி உத்பஸ்து சமான்னய சமிதி (நிப்பஸ்) என்ற, வங்கதேசத்தில் இருந்து வந்த, வங்க மொழி பேசும் இந்துக்கள் அமைப்பு ஒன்று, தங்களுக்கு இந்தியக் குடி உரிமை கோரி ஒரு பேரணியை ஏற்பாடு செய்து இருந்தனர். அப்போது, அனைத்து அஸ்ஸாம் மாணவர் சங்க அலுவலகத்தை ஆர்ப்பாட்டக்காரர்கள் தாக்கினர். அந்தத் தாக்குதலை நடத்தியவர்கள் கைது செய்யப்பட்டுச் சிறையில் அடைக்கப்பட்டுள்ளனர்.

தகவல் அறியும் உரிமைச் சட்டத்தின்கீழ் நிப்பஸ் அமைப்பினர் சில தகவல்களைக் கேட்டு விண்ணப்பித்ததன் அடிப்படையில், டாக்டர் ராஜமார்த்தாண்டன், அஸ்ஸாம் மாநிலக் காவல்துறை, அந்தப் போராட்டம் குறித்து மேற்கொண்ட ஆய்வு அறிக்கையின் சில தகவல்களை அளித்து இருக்கின்றார். இதனால் அவர் பணி இடை நீக்கம் செய்யப்பட்டதுடன், ஏப்ரல் 7 ஆம் நாள் கைது செய்யப்பட்டுச் சிறையில் அடைக்கப்பட்டார். ஜூன் 12 ஆம் நாள் நீதிமன்றத்தால் பிணையில் விடுவிக்கப்பட்டுள்ளார்.

எனக்குத் தெரிந்த அளவில், தமிழகத்தின் பழம்பெருமை மிக்க கோவில் நகரமான மதுரைக்கு அருகில் உள்ள ஒரு கிராமத்தைச் சேர்ந்த டாக்டர் ராஜமார்த்தாண்டன் ஒரு நேர்மையான அதிகாரி என்பதுடன், 2015, 2016 ஆம் ஆண்டுகளில் சிறப்பாகப் பணி ஆற்றியமைக்காக அரசு விருதும் பெற்றுள்ளார்.

தலித் சமூகத்தைச் சேர்ந்த அந்த இளம் அதிகாரியின் எதிர்காலத்தைக் கனிவுடன் கருத்தில் கொண்டு, அவரது பணி இடை நீக்கத்தை இரத்துச் செய்து பாதுகாத்திடுமாறு தங்களை அன்புடன் வேண்டுகிறேன்.

May I draw your kind attention to the following genuine representation.

Dr N. Rajamarthandan, a 2006 badge IPS officer of the Assam-Meghalaya Cadre, a senior Superintendent of Police in the State Criminal Investigation Department (CID), who was heading the Special Investigation Team (SIT) to probe about the riot took place 6.3.2017 at Silapathar Town, Dhemaji District, Assam.

It is reported that a rally was organised by a Bngali Hindu outfit, Nikhil Bharat Bengali Udbastu Samannay Samity (NIBBUS), an organisation of migrant Bengali Hindus to putforth their demand for citizenship and other related issues regarding them.

It is stated that an apparent provocation, the office of All Assam Student’s Union (AASU) was attacked by the demonstrators.

The members of the NIBBUS were arrested and put behind the bars. 

Dr. N. Rajamarthandan was heading the Special Investigation Team, formed by the State Government, to probe into the March 6th attack on AASU at Silapathar Town. It is understood that Dr. Rajamarthandan, also the Public Information Officer of CID, furnished information from a report compiled by the State Police on the Silapathar incident to NIBBUS, receiving a request on Right to Information Act.

Dr. N. Rajamarthandan was suspended and arrested on 7th April and detained in the Jail and he was released on bail on 12th June.

According to my knowledge and information, Dr. N. Rajamarthandan hails from Tamilnadu, a village nearby the Temple City Madurai, is an exemplary honest officer who has received a grading of outstanding officer in last two consecutive APAR (i.e. 9.2/10 and 9.5/10 for the years 2015 and 2016 respectively.

He belongs to the oppressed Dalit community.

I would request you to kindly take a sympathetic view to revoke the suspension and protect this young honest officer’s future, for which I shall be highly obliged.
