டெல்லியில் போராடும் விவசாயிகளை சந்திக்குமாறு, பிரதமருக்கு வைகோ கடிதம்!

இந்தியப் பிரதமர் மாண்புமிகு நரேந்திர மோடி அவர்களுக்கு, மறுமலர்ச்சி தி.மு.கழகப் பொதுச்செயலாளர் வைகோ அவர்கள் இன்று (28.3.2017) எழுதியுள்ள கடிதம்:

“அன்புள்ள திரு நரேந்திர மோடி அவர்களுக்கு, 

வணக்கம்.

பொருள்: தில்லி ஜந்தர் மந்தரில் தமிழக விவசாயிகளின் அமைதிவழி அறப்போராட்டம்- பிரதமர் சந்திக்க வேண்டுதல். 

தமிழக விவசாயிகளின் துயரநிலை குறித்துத் தங்கள் கவனத்திற்குக் கொண்டு வர விழைகின்றேன். 

பருவமழை பொய்த்ததாலும், உச்சநீதிமன்றத் தீர்ப்பின்படி கர்நாடக அரசு காவிரியில் தண்ணீர் திறந்து விட மறுத்ததாலும், வேளாண் செலவினங்களின் கடுமையான உயர்வு மற்றும் விளைபொருள்களுக்கு உரிய விலை கிடைக்காததாலும், தாங்க முடியாத மனவேதனையால், கடந்த 12 மாதங்களில் 400 க்கும் மேற்பட்ட தமிழக விவசாயிகள் தற்கொலை செய்து கொண்டு மடிந்துள்ளனர். 

திரு அய்யாக்கண்ணு அவர்கள் தலைமையில், எந்தக் கட்சியையும் சாராத நூற்றுக்கணக்கான விவசாயிகள் தில்லிக்கு வந்து, இடுப்பில் அரையாடையுடன் கடந்த 14 நாள்களாக ஜந்தர் மந்தரில் அறப்போராட்டம் நடத்தி வருகின்றனர். இரவும் பகலும் சாலையிலேயே படுத்துக் கிடக்கின்றனர். தமிழகத்தில் கடன் தொல்லையால் தற்கொலை செய்து மடிந்த விவசாயிகளின் மண்டை ஓடுகளை அவர்கள் எடுத்து வந்துள்ளனர். திருச்சி நீதிமன்றதில் ஒரு முன்னணி வழக்குரைஞரான திரு அய்யாக்கண்ணு அவர்கள், தனது வழக்கறிஞர் தொழிலைத் துறந்துவிட்டு, கடந்த 17 ஆண்டுகளாக முழுநேரமும் விவசாயிகளுக்காகத் தன்னை அர்ப்பணித்துக் கொண்டு பாடுபட்டு வருகின்றார்.

தமிழகத்தில் ஏற்பட்ட கடும் வறட்சியைச் சமாளிக்கத் தமிழக அரசு ரூ.39,565 கோடி நிதி உதவி கோரியது. ஆனால், அதிர்ச்சி அளிக்கின்ற விதத்தில், மத்திய அரசு வெறும் ரூ. 1658 கோடி மட்டுமே ஒதுக்கி இருக்கின்றது. அதுவும், அடுத்த வேளாண்மைக்கான இடுபொருள்களை வழங்குவதற்காக மட்டுமே இந்தத் தொகை அளிக்கப்பட்டுள்ளது.

உத்தரப் பிரதேசச் சட்டமன்றத் தேர்தல் பிரச்சாரத்தின்போது, விவசாயிகளின் அனைத்துக் கடன்களையும் தள்ளுபடி செய்வோம் எனத் தாங்கள் வாக்குறுதி அளித்தீர்கள். 

தற்போது விவசாயிகள் கீழ்காணும் கோரிக்கைகளை முன்வைத்துள்ளனர்:

1. நாட்டு உடைமை ஆக்கப்பட்ட அனைத்து வங்கிகள் மற்றும் கூட்டுறவு வங்கிகளில் விவசாயக் கடன்கள் முழுமையாகத் தள்ளுபடி.

2. வறட்சி நிவாரணப் பணிகளுக்குக் கூடுதல் நிதி ஒதுக்கீடு

3. உச்சநீதிமன்ற ஆணையின்படி அமைக்கப்பட்ட காவிரி நடுவர் மன்றம் அறிவித்தபடி காவிரி மேலாண்மை வாரியத்தை மத்திய அரசு உடனே அமைக்க வேண்டும்.

4. 2014 நாடாளுமன்றத் தேர்தல் பிரச்சாரத்தின்போது தாங்கள் அளித்த உறுதிமொழியின்படி, தென்னக நதிகள் இணைபிற்கான பணிகளை முன்னெடுத்தல்.

கோடிக்கணக்கான தமிழக விவசாயிகளின் வேதனைகளைத்தான் தில்லியில் போராட்டம் நடத்தி வருகின்ற 200 விவசாயிகள் எதிரொலித்துக் கொண்டு இருக்கின்றனர். அவர்கள் தங்களைச் சந்தித்துத் தங்கள் கோரிக்கைகளை முன்வைக்க விழைகின்றனர்.

தாங்கள் நேரம் ஒதுக்கி அவர்களைச் சந்தித்தால், தமிழகத்தின் கோடிக்கணக்கான விவசாயிகள் தங்களுக்கு நன்றி பாராட்டுவார்கள்.

வைகோ அவர்கள் மாண்புமிகு பிரதமர் நரேந்திர மோடி அவர்களுக்கு அனுப்பிய கடிதத்தில் இவ்வாறு தெரிவித்துள்ளார்.

Dear Shri Narendra Modi ji,

Sub: Peaceful agitation of farmers of Tamilnadu at Jantar Mantar - 

Requesting an appointment for farmers with Hon’ble PM - Reg.

Vanakkam. May I draw your immediate kind attention to the following important matter about the plight of farmers who are committing suicide in Tamilnadu. Due to the failure of monsoon, adamant denial of Karnataka Government despite the orders of the Supreme Court to release water in Cauvery, high cost of cultivation, meagre price of the produce, about 400 farmers in Tamilnadu have committed suicide over a period of 12 months. Unbearable heavy burden of loans agonised them to commit suicide.

Under the leadership of Mr. Ayyakkannu, hundreds of farmers, not belonging to any political party, have come to Delhi and launched a peaceful protest at Jantar Mantar wearing clothes to hide their waist and lying on the road day and night for the past of 14 days. They have brought the skulls of the dead farmers to demonstrate that thousands of farmers would commit suicide if the debts are not waived.

Mr. Ayyakkannu, a lawyer who had roaring practice in Trichy Bar has given up his legal profession and dedicated himself for the cause of the suffering farmers for the past 17 years.

The Tamilnadu Government demanded the Central Government to provide 39,565 crores for drought relief. But to our shock, only 1658 crores has been allotted by the Central Government, that too for the purpose of providing inputs for future cultivation.

Your goodself declared an assurance in Uttar Pradesh that all the debts of the farmers would be written off. 

The genuine demands of the farmers are as follows:

1. All the debts of the farmers from nationalised banks and co-operative banks should be written-off.

2. Adequate funds should be provided for drought relief by the Union Government.

3. The Cauvery Management Board should be constituted as per the direction of the Cauvery Water Tribunal and also by the Supreme Court of India.

4. Steps should be initiated for the linking of rivers in the southern peninsula as you made an assurance during the 2014 Lok Sabha elections.

The 200 farmers represent the pain and sorrow of millions of farmers of Tamilnadu.

They are longing to get an opportunity to meet you and place their demands.

With all sincerity I would request you to kindly give an appointment to the representatives of the agitating farmers as early as possible for which crores and crores of farmers will be thankful to you.
