I would like to bring to your kind attention the latest developments in Sri Lanka and India's stance ongoing United Nations Human Rights Council (HRC) meeting in Geneva. Since 1955, Sri Lanka has unleashed unprecedented attack on ethnic Tamils in north and east of the island nation leading to ethnic cleansing and genocide.
In 1999, the then-Honorable Prime Minister Shri Atal Bihari Vajpayee convened an all-party meet on the Sri Lankan issue and declared that the Indian Government will not support the Sri Lankan government with military assistance or sell weapons to them. This unanimous all-party decision was shelved by the UPA government, headed by the Congress Party, and they began supplying all kinds of military assistance, including supply of weapons and all logistical support to the Sri Lankan government. The then-UPA government entered into a naval communication agreement with the Sri Lankan government for sharing of all vital information.
On 22 June 2010, the 3-member UN committee, headed by Mr Marzuki Darusman, set up by the UN Secretary-General Ban Ki-moon submitted a 190 page Report of the Secretary-General's Panel of Experts on Accountability in Sri Lanka, which mentions the terrible massacre of 137000 Tamils including aged people, women and children and unarmed Tamil civilians by the Sri Lankan Armed Forces in 2009. But treacherously the then-UPA Government of India supported Sri Lanka in the Human Rights Council (HRC), in May 2009 which adopted a resolution commending the role of the Sri Lankan government in the ethnic conflict.
In the year 2015, the UN Human Rights Council (HRC) adopted a resolution paving the way for an independent impartial investigation by international jurists into the war crimes committed by the Sri Lankan army in 2009. But the Sri Lankan government refused to cooperate with the investigation. On the other hand the Sri Lankan President Maithripala Sirisena and the Prime Minister Ranil Wickremesinghe declared that Sri Lanka will not permit any jurist from any country into Sri Lanka for the investigation into the happenings of 2009. More than 100,00,00 Tamils have disappeared and 90,000 Tamil women were widowed because of the attacks. More than 60000 acres in the Northern Province alone have been occupied by the Sri Lankan armed forces and only 3000 acres of land has been returned to the Tamils. Thousands of Tamils are still suffering in the prisons.
In this background, on 3rd March 2017, the United Nations High Commissioner for Human Rights (UNHCHR) Mr Zeid Ra'ad Al Hussein made a statement that at least 1,00,000 Tamils people where killed in the conflict between Tamil separatists and Sri Lankan armed forces and criticized the government's slow progress in addressing wartime crimes.
In the ongoing session of the Human Rights Council (HRC) in Geniva the Indian Government should not continue the wrong stance taken by the previous UPA government. I request you that the Indian Government should not support Sri Lanka in the Human Rights Council on any account, which could cause unbearable agony in the minds of the Tamils all over the world. Therefore, I request you to take necessary steps to change the Indian Government's position in the HRC in favor of an independent international investigation into the genocide of Tamils committed in 2009 by the Sri Lankan armed forces.
